The number one area where Rural Health Clinics are cited during a State Inspection is the Policies and Procedures Manual. There are many new regulations pertaining to commingling, reimbursement issues, EMTALA and Stark laws and regulations, etc. that must be in policies and procedures manuals in order to “pass” the State Inspection.

My fee for the full customization and development of a policy and procedure manual service is usually $1,800, however, as part of the above detailed “package” of services, I will provide the Policy and Procedure Manual on CD for the staff of your clinic to customize at their leisure for only $98 (Regular price has been $495).

* FREE-STANDING RURAL HEALTH CLINIC COST REPORT PREPARATION

As a client of Healthcare Horizon (by nature of having had a site visit complete with Administrative Analysis and in-service training), you may choose to utilize the cost report preparation services offered in this proposal. Healthcare Horizon sub-contracts a portion of these services, utilizing a leading financial/accounting firm. This organization prepares over (400) cost reports annually, and is the exclusive provider of these services for Healthcare Horizon. This firm does the “number crunching” and Healthcare Horizon performs the gathering, documentation, confirmation and liaison functions. This is a team approach that has resulting in a 100% acceptance rate with CMS. To date, no clients of Healthcare Horizon have had a “pay-back” to Medicare on cost reports prepared in this method.

The philosophy of Healthcare Horizon is that the RHC should take advantage of all options available through regulations and law, but never should the clinic “push the envelope” in any area of the clinic’s operation. There are numerous ways to “work the system” and get away with something when it comes to cost reporting and reimbursement, however, Healthcare Horizon will not suggest nor allow itself to be in a business relationship with any firm or individual who chooses to conduct their business in this manner. Healthcare Horizons clients can be assured they are in the hands of responsible professionals.

* ANNUAL RETAINER CONSULTATION SERVICES:

Provision of on-going consultation services to clients with a maximum of two written reports prepared for the RHC during a twelve-month period. The amount of the fee for this service is negotiated depending on the number of RHC sites involved, type of RHC, etc.

* NEW RHC ESTABLISHMENT

Healthcare Horizon provides complete RHC start-up and existing clinic conversion services to clients across the nation. These services include preparation of all application forms (Federal and State), provision of a complete RHC policies and procedures manual for customization by clinic staff, one full year of consultation services, up to two site visits for inspection of the facility to make sure it's up to Federal requirements, complete practice analysis report outlining everything needing to be done to get the clinic operational as a RHC including analysis of the billing software, medical records review, and more. PLUS complete training of the entire clinic staff in the unique requirements of RHC service provision and billing.

The fee for this service varies depending on the parameters of the proposal. A feasibility study can be conducted prior to entering into the full agreement for conversion/start-up services, if needed.

* RHC FEASIBILITY STUDIES

A Feasibility Study can be conducted to determine the financial advisability of converting an existing clinic to RHC status as well as to determine if an area is suitable for establishment of a completely new RHC practice. Fees paid for this service are taken into consideration if the client decides to proceed with RHC application and enters into an agreement with Healthcare Horizon for this service.

The fee for the feasibility study varies depending on the location of the clinic and the parameters of the proposal.

* STAFF TRAINING

Healthcare Horizon now offers complete RHC training for your staff IN YOUR CLINIC, at a great price. This complete DVD training program is offered at a discount when you purchase all three DVD sets. You receive the DVD training disc AND a CD containing the Powerpoint presentation and an Appendix section. Each session ranges from 100 to 120 minutes in length. * COMPLETE PRACTICE ANALYSIS

Healthcare Horizon offers complete practice analysis for RHC programs, both Freestanding AND Hospital-Based. This analysis includes a review of policies and procedures, a mock inspection of the facility, review of clinic records, analysis of previous cost reports, complete staff training, and MUCH more. The analysis results in an extensive written report (over 150 pages) and an extensive Appendix section containing many helpful forms, CMS memorandums, etc.
